Meanwhile, local LGBT collective Rainbow Hamlets' spokesman Jack Gilbert said: "The terror expressed to us is that a licensing policy driven by a majoritarian approach by tightly knit, residential communities, may actually lead to an unwelcoming atmosphere for LGBT venues down the road and an unsafe atmosphere for LGBT people."
The petition calls on the council "to prove its commitment to equality and exclude the White Swan from this discriminatory policy".
It states: "We note that Mayor Lutfur Rahman and Tower Hamlets Council is committed to equality for the Homosexual, Lesbian and Transgender collective and that this should extend beyond mere publicity, but to actively opposite discrimination."
Mr Rahman was unavailable to comment on this, but at 2011's East London Gay Identity festival said: "I want you to be in no doubt, I will combat to ensure there is respect for lesbian, homosexual, bisexual and transgender society and rights in the same way I will for all communities."

Amateur orchestras line up for BBC Proms doubt
The London Gay Symphony Orchestra and Slaithwaite Philharmonic Orchestra are among the classical ensembles taking part in the BBC Proms amateur music-making challenge.
All Together Now: The Great Orchestra Challenge is a four part series following five amateur orchestras as they compete for a place in the grand final.
Other competitors are the North Devon Sinfonia, the Stirling Orchestra and The People’s Orchestra.
The orchestras will be mentored by double-bassist Chi-chi Nwanoku, and judging the orchestras will be conductor Paul Daniel.
Paul Daniel said:‘I'll be looking for the orchestra that goes beyond technical excellence; they’ll possess to capture the essence and excitement of British amateur music, they contain to really engage us musically and emotionally and connect with their audience.
‘No matter where and how they start out, I want my 'best' orchestra to discover and really develop its potential.’

BBC to show MasterChef series already filmed with Gregg Wallace and John Torode
The BBC is to telecast a series of MasterChef featuring Gregg Wallace and John Torode, filmed before the presenters were dropped after facing upheld allegations over their behaviour.
The firm said airing the exhibit was the “right thing to do” for the amateur chefs who took part. Producers spoke to contestants to ascertain whether they wanted the programme to be shown.
The illustrate will be broadcast as normal on BBC One and BBC iPlayer from 6 August. However, the editing of the programme will be looked at again to examine the prominence of the pair.
